You mean a online RPG game? It doesn't have anything to d with your age, so don't eat me, but you probably won't be able to. It's extremely hard and advanced, and takes quite a bit of time if you want to make a succesful game like Runescape. Not for just making the game, but making it an online game.
But if you want to give it a shot, google Game Maker and download the latest version and read some tutorials. It is alot of fun to make a game (I've done it) because you're always trying to figure out a way to make it do what you want it to do, but like I said it's very time consuming and sometimes hard. It's also sometimes frustrating when you spend hours trying to make something work, then it doesn't.
But remember, Game Maker is limited. It can't necessariy make 3D games like you see today, just 2D games you would've seen in the 80's like Pacman. I'm not in any way trying to discourage you though, I'm just letting you know how hard it'll be. But also remember, the 2D games like PacMan CAN be very popular on the internet, and ARE easy to make. (I made my own version of Pacman in 1 or 2 hours.) In fact, the first 1-3 tutorials you'll find on the Game Maker website should be all you need to make a very cool game - just be creative with your ideas. Then you can send your games to a website like Addictinggames.com and maybe they'll put it up for you.

From what I've heard, you can, it's just realllllly hard.
And yeah, I've tried making a game. It's hard. It's not as easy as it sounds, actually, it's way HARDER than it sounds.

Nope, the best it can make is the kind of graphics you'd see in the early 90's or 80's, like the old DOOM games.
Game Maker isn't completely a "do it yourself" program, it's very simple; to make 3D games you need to design everything yourself; You have to design the room, the objects, the characters, etc.. It could take weeks to make one room or character if you're doing it alone. You see alot of sprite sheets online where a 2D character is walking, frame after frame... You have to do the same thing with 3D I believe. It's alot harder, way beyond GM's level.
If you want to make something really good, you'll need a really good program, which costs real good money. If you know someone who has a good program, you can maybe install it from him and use it for free. You will also need real good years of training with that program and even some people to help you.
Don't be discouraged, you can try learning to work with programs like Game Maker now (like Psy said) and make simple games, it will help you later.
