How do you edit a DOWNLOADED brush?
I actually found a tree tutorial that actually works, and I have a leaf brush but it's waayyy too big. Is there a way? (I use GIMP bte but HOPEFULLY PHOTOSHOP SOONNNNNN :])

Yes. Open GIMP or Photoshop or whatever, go to File>Open, find the brush you want to edit, open that, and resize it like you would any other image - Image>Scale Image for GIMP. Then go to File>Save.
