Make a new layer, go to Select>all.
Then go edit>stroke.

And there you are. :o

when I went into edit it wont let me choose stroke.

Awesome!
I suggest using the lasso tool to cut stuff out though.
The magnetic lasso tool is awesome.
Too bad I don't have it with Gimp. >.>
