In GIMP, when you make text, it makes a text LAYER; select the layer, and it should be selected in the image. (You'll know. There'll be a white line thing around the text) Then just add the border like you would in any other sig; Edit>Stroke Selection or whatever.

I'm not sure if it works the same way in Photoshop; probably does.

I actually figured it out. (smart person for once (: -gives self cookie)

For anyone else who needs help:

Select the text. (by clicking it, or if you just typed it, then it's selected)
Go to Layer>Layer Style>Stroke
Then just choose what you want.

Kinda like what psy explained, although to do a full border in photoshop, you'd flatten the image, select the image, then go to edit>stroke.
