You weren't here when it happened, but we begged for an off topic board. When NGal made it, she had to close it to put rules up and things. Then when it opened, she put (OPEN) on it. I guess she never took it off

If I were an admin, I'd close it, but since I'm not I'll just wait-- I hope I answered your question! :P
